Representative and Republican candidate for Secretary of State Pat Proctor believes that election safeguards must protect against non-citizens voting while still allowing eligible voters to cast a ballot.
Proctor joined Within Reason Tuesday with Mike Matson and said as the chair of the Elections Committee he heard concerns about non-citizens voting and decided to sponsor the constitutional amendment that will appear on the Nov. 3 ballots.
The proposed amendment would change the wording in the Kansas Constitution. Proctor said the current wording creates a loophole to allow non-citizens to vote, and he has seen this in other states.
