Officers filed a report for harass by telecom device, intimidation of a witness or victim, and stalking at approximately 5:48 p.m. on Sept. 27, 2026 in Manhattan. A 19-year-old man was listed as the victim. A 49-year-old man, known to the victim, was listed as the suspect. Jeremy Matthew Farr, 49, of Council Grove, was arrested at approximately 6:13 p.m. for harass by telecom device, intimidation of a witness or victim, and stalking in Manhattan. Farr was issued a total bond of $6,000 and is no longer confined in the Riley County Jail.
