Riley County police officers responded to several incidents over the weekend, including a reported robbery, shots-fired call and multiple arrests across the community.

According to RCPD activity logs, officers were called late Saturday night to the 1300 block of Marlatt Avenue at Country Meadow Residences for a reported robbery. Police also investigated a shots-fired report earlier in the evening near the 300 block of North 5th Street.

Among the weekend arrests, Jared Jesse Rodriguez Espinoza, 23, of Kansas City, Kansas, was taken into custody early Saturday on I-70 for aggravated assault of a law enforcement officer, fleeing or attempting to elude, DUI, and multiple traffic violations. He remains confined at the Riley County Jail.

Tate Cole Miller, 22, of Manhattan, was arrested later that evening in the 300 block of North 5th Street for criminal damage to property valued between $1,000 and $25,000. David Daniel DeJesus Roman, 28, of Ogden, was arrested on theft and interference charges along with driving without a license. Michael Cortez, 41, of Manhattan, was arrested on an extradition warrant, and Manfred Adrien Elocka Ngom, 30, of Manhattan, was taken into custody on a failure-to-appear warrant

A Fort Riley man was arrested late Wednesday on a Riley County District Court warrant stemming from a domestic incident earlier this year, according to the Riley County Police Department.

Vladimir Tamayo, 35, of Fort Riley, was taken into custody Oct. 1 around 11 p.m. at Fort Riley. The warrant listed charges of aggravated domestic battery, domestic battery and criminal threat.

Police said the arrest is connected to a report originally filed in July. Tamayo was issued a total bond of $6,000 and has since been released from the Riley County Jail.

Officers responded to a report of an injury crash in the 9600 block of Anderson Ave., in Riley on Sept. 28, 2025 at approximately 8:39 p.m. Upon arrival, officers found a 2005 GMC Sierra 3500 driven by Carson Avery, 35, of Riley, had lost control after a dust cloud and wound up in a culvert. Avery was transported to Via Christi Hospital for treatment of his injuries.

Officers filed a report of aggravated battery, violation of a protection order, criminal damage to property and criminal trespass in Ogden on Sept. 28 at approximately 3:58 a.m. A 21-year-old woman and a 20-year-old woman were both listed as suspects and victims in the report. Janaya Scott, 21, of Ogden, was arrested for criminal damage to property at 7:04 a.m. in Ogden. Scott was issued a total bond of $2,000 and is no longer confined in the Riley County Jail. Nevaeh Wilson, 20, of Ogden, was arrested for aggravated battery, violation of a protection order, criminal damage to property and criminal trespass at 4:09 a.m. in Ogden. Wilson was issued no bond and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of criminal damage to property in the 1000 block of Sunset Ave., on Sept. 28 at approximately 2:14 a.m. Listed victims included three 18-year-old men when it was reported their vehicles were egged by an unknown suspect. The vehicles damaged include a 2022 Chevrolet Silverado, a 2017 Ford Edge and a 2024 Volkswagen Jetta. Officers filed a report of criminal discharge of a firearm in the 1100 block of Moro in Manhattan, on Sept. 28 at approximately 1:43 a.m. Emoni Ruffins, 36, of Junction City, was arrested for criminal discharge of a firearm at approximately 5:15 a.m. in the 1100 block of Moro. Ruffins was issued a total bond of $5,000 and is no longer confined in the Riley County Jail.

Scott Habluetzel, 45, of Manhattan, was arrested on Sept. 27 at approximately 11:30 p.m. near Fair Lane and Juliette Ave. on a Kansas Department of Corrections warrant for probation violation. He was issued no bond and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of vehicle theft Manhattan on Sept. 27 at approximately 1:45 p.m. A 19-year-old man was listed as the victim when it was reported a known 30-year-old suspect stole a rented 2012 Toyota Camry. The estimated total loss associated with this case is $6,000.

Officers filed a report of forgery in the 200 block of Johnson Road on Sept. 27 at approximately 12:54 p.m. Mid America Piano was listed as the victim when it was reported an unknown suspect forged a business check. Officers filed a report of criminal threat in the 1600 block of Leavenworth St. on Sept. 27 at approximately 8:34 a.m. Koltyn Moore, 30, of Manhattan, was arrested for criminal threat at approximately 9:04 a.m. in the 1600 block of Leavenworth St. Moore was issued a total bond of $7,000 and is no longer confined in the Riley County Jail.

Officers filed a report for aggravated assault in Manhattan on Sept. 27 at approximately 2:38 a.m. A 21-year-old man was listed as the victim, while a known 27-year-old woman and 19-year-old woman were listed as suspects.

Osvaldo Bigas, 22, of Junction City, was arrested on Sept. 27 at approximately 2:10 a.m. in the 1100 block of Moro on a Geary County District Court warrant for probation violation. Bigas was issued no bond and is no longer confined in the Riley County Jail.

Officers filed a report of aggravated battery in the 2100 block of Patricia Drive on Sept. 27 at approximately 2:08 a.m. A 22-year-old man was listed as the victim when it was reported three unknown suspects attacked him with a knife. Anyone with information, contact RCPD or the Manhattan Riley County Crime Stoppers. Officers responded to a scene of an accident near the 200 block of Fort Riley Blvd., on Sept. 26 at approximately 8:48 p.m. Upon arrival, officers found a Ford Ranger was involved in a single-vehicle rollover accident driven by an unknown driver. Anyone with information, contact RCPD or the Manhattan Riley County Crime Stoppers. Officers responded to a report of an injury crash at the intersection of Westwood Road and Fort Riley Blvd., on Sept. 26 at approximately 5:27 p.m. Upon arrival, officers found a Mazda RX-8 driven by Andrew Depuy, 28, of Manhattan had crashed into a Toyota Rav4 driven by Jeremy Riley, 44, of Junction City. Additional passengers included Jessica Riley, 38, of Junction City, in the Toyota and Ayden Depuy, 7, of Manhattan, in the Mazda. Jessica Riley was transported to Via Christi Hospital for treatment of her injuries. Jeremy Riley was issued a citation for failing to yield right of way at an intersection.

Riley County Police logged more than two dozen incidents and six arrests between Friday and early Saturday, according to department reports.

Among the calls, officers responded to two injury crashes Friday evening — one at Westwood Road and Fort Riley Boulevard and another in the 200 block of Fort Riley Boulevard. Police also investigated drug violations at the Evergreen Apartments on Garden Way and on Casement Road, along with forgery at Mid America Piano, larcenies at Hy-Vee and other locations, and several domestic-related calls.

Six people were arrested during the same reporting period. They included Bryan Anthony Mosley, 34, of Manhattan, who was booked on suspicion of sexual battery and interference with law enforcement after being arrested at Finn’s Pub. Osvaldo Omar Bigas, 22, of Junction City, was arrested on a probation violation warrant, while Chase David Ferguson, 26, of Fort Riley, was jailed for interference with law enforcement.

Also arrested were Alexis Sanchez Santiaguez, 23, of Manhattan, for DUI; Teiana Lashay Cooper, 24, of Junction City, on a failure-to-appear warrant; and Juston Marvin Staley, 42, of Manhattan, for criminal trespass and failure to appear

Officers filed a report for criminal damage to property in the 800 block of Colorado Street in Manhattan on August 6, 2025, at approximately 7:56 p.m. A 61-year-old man was listed as the victim and a 45-year-old man was listed as the suspect when it was reported he damaged a window. The estimated total loss associated with this case is approximately $750.

Bryce Williams, 43, of Manhattan, was arrested on August 6, 2025, at approximately 3:39 pm. at 100 Courthouse Plaza in Manhattan on a Riley County District Court warrant for violating the offender registration act. Williams was issued a total bond of $8,000 and remains confined in the Riley County Jail at the time of this report.

Derek Blea, 32, of Manhattan, was arrested on August 6, 2025, at approximately 11:40 a.m. in the 1000 block of Seth Child Road on a Riley County District Court warrant for violating the offender registration act. Blea was issued a total bond of $5,000 and remains confined in the Riley County Jail at the time of this report.

Tracy Tolliver, 38, of Manhattan, was arrested on August 6, 2025, at approximately 10:58 a.m. at 100 Courthouse Plaza in Manhattan, on a Kansas Department of Corrections warrant for parole violation. Tolliver was issued no bond and remains confined in the Riley County Jail at this time of this report.

Joseph Hodges, 50, of Manhattan, was arrested on August 6, 2025, at approximately 10:17 a.m. in the 2400 block of Claflin Road, on a Riley County District Court warrant for probation violation. Hodges was issued no bond and remains confined in the Riley County Jail at the time of this report.

Officers filed a report for rape in Manhattan on July 18, 2025, at approximately 3:43 p.m. A 17-year-old woman was listed as the victim and a 19-year-old man known to her was listed as the suspect. Due to the nature of the crime reported, no additional information will be released.

Caleb Harris, 23, of Wichita, KS was arrested on July 18, 2025, at approximately 5:23 p.m. on two Sedgwick County District Court warrants for aggravated escape from custody and probation violation. Harris was issued a total bond of $60,000 and remains confined in the Riley County Jail at the time of this report.

Officers filed a report for aggravated battery, aggravated endangering a child, driving under the influence; 3^rd conviction, flee or attempt to elude, driving while license cancelled/suspended/revoked, and failure to stop at accident. A 2-year-old girl, and two 1-year-old boys were listed as the victims and a 23-year-old man was listed as the suspect when it was reported the suspect operated a vehicle while intoxicated, fled from police, crashed the vehicle then fled the area. Mason Moon, 23, of Manhattan was arrested for three counts of aggravated battery, three counts of aggravated endangering a child, driving under the influence; 3^rd conviction, flee or attempt to elude, and failure to stop at accident. Moon was issued a total bond of $50,000 and remains confined in the Riley County Jail at the time of this report.

Kamron Tucker, 23, of Lawrence, KS was arrested on July 18, 2025, at approximately 10:00 p.m. on a Riley County District Court warrant for aggravated battery. This stems from an original report filed on March 26, 2025. Tucker was issued a total bond of $5,000 and is no longer confined at the time of this report.

Officers filed a report for theft and criminal damage to property in the 1200 block of Kearney in Manhattan on July 20, 2025, at approximately 1:27 a.m. A 22-year-old man was listed as the victim when it was reported an unknown suspect damaged his bicycle lock and took his Revi Cheetah electric bicycle. This warrant stems from reports filed in December 2024 and January 2025. Painter was issued a total bond of $15,000 and remains confined in the Riley County Jail.

Quindale Jackson, 43, of Kansas City, MO was arrested on July 20, 2025, at approximately 5:53 p.m. on a Miami County District Court warrant for failure to appear. Jackson was issued a total bond of $5,000 and is no longer confined in the Riley County Jail at the time of this report. Additionally, Jackson was arrested at 7:34 p.m. on a Kiowa County District Court warrant for failure to appear. Jackson was issued a total bond of $1,500 and is no longer confined in the Riley County Jail at the time of this report.

Keith Via Jr, 24, of Burnsville, MN was arrested on July 20, 2025, at approximately 2:20 p.m. on a Riley County District Court warrant for probation violation. Via was issued no bond and remains confined in the Riley County Jail at the time of this report.

Joseph Hodges, 49, of Manhattan was arrested on June 4, 2025, at approximately 9:13 a.m. on a Riley County District Court warrant for failure to appear. This warrant stems from original charges of interference with law enforcement and possession of drug paraphernalia. Hodges was issued a total bond of $10,000 and remains confined in the Riley County Jail at the time of this report.

A Riley County Police Department Police Officer was arrested following an investigation into a domestic related incident.  On June 2, 2025, officers filed a report for unlawful acts concerning computers. A 36-year-old woman was listed as the victim and a 42-year-old man was listed as the suspect. Stephen Clark, 42, of Manhattan was arrested on June 4, 2025, at approximately 4:56 p.m. for unlawful acts concerning computers.  Clark was issued a $4,000 bond and is no longer confined at the time of this report. On June 2, 2025, Clark was placed on administrative leave as per RCPD policy. To protect the privacy of the victim, additional information is not being released.

Miles Ellner, 16, of Manhattan was arrested on June 2, 2025 at 10:00 a.m. for aggravated robbery.   Ellner was issued no bond and remains confined at the North Central Kansas Regional Juvenile Detention Center at the time of this report. Josie Friesen, 15, of Manhattan was arrested on June 2, 2025 at 3:00 p.m. for aggravated robbery.  Friesen was issued no bond and remains confined at the North Central Kansas Regional Juvenile Detention Center at the time of this report. These arrests are in connection to a report filed for aggravated robbery in the 1500 block of Pipher Ln. in Manhattan on April 11, 2025. A 16-year-old male was listed as the victim and a 17-year-old female, a 17-year-old male, a 16-year-old male and a 15-year-old female were listed as the suspects. The victim reported the suspects pointed a firearm at the victim and took items from him. This is an ongoing investigation and no additional information will be released at this time.

Darius Williams, 31, of Kansas City was arrested on June 2, 2025 at approximately 2:48 p.m. on a Riley County District Court warrant for failure to appear. This warrant stems from original charges of criminal damage to property. Williams was issued a total bond of $10,000 and remains confined in the Riley County Jail at the time of this report.

Natascha Jones, 39, of Manhattan was arrested on June 3, 2025, at approximately 12:58 a.m. on a Geary County District Court warrant for failure to appear. Jones was issued a total bond of $25,000 and is no longer confined at the time of this report.
