<p>The fate of a proposed quarry expansion near Wheaton won&#8217;t be known until at least next week.</p>
<p>Pottawatomie County commissioners voted 4-1 Monday to table action on a conditional use permit sought by Hamm Companies to expand current operations in Sherman Township. Commissioner Merl Page opposed.</p>
<p>The decision came after staff requested additional time to review and update the proposed resolution and conditions. Citizens, including Kaylene Plummer, of Westmoreland, expressed concerns about the impact of heavy truck traffic on local roads.</p>

<p>Pottawatomie County commissioners on Monday took a step toward bringing a new fire station to Blue Township.</p>
<p>The board unanimously approved a resolution, declaring the need for the facility in Fire District Number 5, which serves the southwestern area of the county, east of Manhattan. The resolution authorizes the county to issue up to $2 million in general obligation bonds to help fund construction. Commissioner Dee McKee questioned what happens to the county’s debt obligation if the City of Manhattan chooses to annex any portion of the fire district. Attorney Mitch Walter, with public finance firm Gilmore Bell, explained how that works under the state’s fire district act, KSA 19-3601.</p>

<p>“If there’s a municipality that gets annexed or disorganized, if it has bonded indebtedness attached to it, that stays with that real property until those bonds are paid off,” he said.</p>

<p>County officials approved a request from Luckey Holdings, LLC to rezone the area from A1 — Agricultural to R2 — Intermediate-density residential. The move paves the way for a future residential subdivision at the southeast corner of Junietta Road and Moody Road.</p>

<p>“(An) R2 district allows all uses that are permitted in R1 and a slightly higher density of use, including up to a fourplex or quadplex structure,” County Planner Bridget Snow said.</p>
<p>Commissioners shared concerns Monday about potential issues with drainage and road access. Currently, Junietta Road does not extend east of the school property and Moody Road does not extend south, beyond Junietta Road. The county also owns land north of Excel and south of Moody Road, with plans for a future road connection on what would become the westernmost boundary of the proposed new subdivision.</p>

<p>“If the commission feels that there’s a need to increase the salary, I would do it as a vote and come up with a number,” said Commissioner Merl Page. “I don’t want it built in, something that’s hidden in 50 some pages.”</p>
<p>Key changes in the budget include adjustments to departmental funding, such as moving a personal property clerk out of the appraiser’s office, adding a GIS technician, and shifting some fire supervisor costs to the consolidated fire fund.</p>

<p>A Pottawatomie County commissioner wants to alleviate any concerns citizens might have about the new board after expanding from three to five members and replacing all but one member of the previous commission.</p>
<p>Commission chair Terry Force on Monday acknowledged anxieties county employees might have with such a new makeup but said each commissioner brings “a diverse background” and has “a lot to offer.”</p>

<p>“Collectively, this will be an extremely good and effective board,” Force said. “I don’t know of anyone with an agenda. We just want Pottawatomie County to be the best place to live for tomorrow and years to come. We’re not here for heads to roll, just to make sure this county is run properly following the policies in place. If the policies don’t fit, we will look at them and adjust as necessary.”</p>
