<p>City officials have delayed a decision on proposed parking restrictions surrounding the Lincoln Education Center. At Tuesday&#x2019;s&#xA0;<span class="print_trim">Manhattan City Commission</span>&#xA0;meeting, neighboring residents voiced concerns about restrictions, proposed by USD 383, that would eliminate street parking along 9th and 10th Street, between Poyntz Avenue and Pierre Street.</p>
<p>Resident Todd Gabbard, lives at 10th and Pierre.</p>
<p>&#x201C;I only have one place to park on my property,&#x201D; he said. &#x201C;If the parking is removed from the street, I would not be able to have anybody come visit me.&#x201D;</p>

<p>Manhattan city commissioners on Tuesday will decide whether they&#x2019;ll authorize officials to hand over part of a city-owned lot downtown to Manhattan Housing Authority for construction of a 62-unit housing facility for to low- to moderate-income senior citizens.</p>
<p>City officials have split the lot at the corner of Fifth and Pierre streets in two, with the western half set aside for use by Manhattan Housing Authority. If commissioners pass the resolution Tuesday, the mayor and city clerk will be able to execute a land transfer to Manhattan Housing Authority once it has received a building permit for the Sunflower Flats project.</p>

<p>The eastern half of the lot will remain a city-owned parking lot, though Manhattan Housing Authority will be allowed to use it for construction staging. Once the Sunflower Flats project is complete, Manhattan Housing Authority will rebuild the lot to city standards.</p>

<p>The applications are for reinvestment housing incentive districts, and commissioners also will look at an industrial revenue bond for a seven-unit town home on the vacant lot at 827 Moro St.</p>

<p>An RHID is a program to help developers pay to build housing by returning the incremental property tax increases to the developers as reimbursement for the cost of putting in public infrastructure. The city in August approved two RHID policies, one for infill housing and one for greenfield development, or housing projects on land without already existing public infrastructure.three RHIDs applications at Tuesday’s meeting along with an IRB for a seven-unit town home on the vacant lot at 827 Moro St.</p>

<p>Manhattan city commissioners on Tuesday will consider funding part of the CiCo Park improvement project with a proposed resolution allowing parks and recreation staff to authorize naming rights for new and existing facilities and their amenities.</p>

<p>The goal is to reduce the overall tax subsidy of the park upgrades by increasing private funding through donations and sponsorships. If passed, the resolution would allow for sponsorship opportunities ranging from $3,000 to $100,000.</p>
<p>Commissioners only will discuss the proposed resolution on Tuesday. The resolution will come to a vote at the commission&#8217;s Dec. 17 legislative meeting.</p>
