<p class="ai-optimize-7">Following a public hearing Thursday, Riley County officials nullified the city’s plan to use tax incentives for a duplex development.</p>
<p class="ai-optimize-8">County commissioners unanimously denied the proposal from the Manhattan City Commission. The plan would have authorized the use of a state program called Reinvestment Housing Incentive Districts, or RHID.</p>

<p class="ai-optimize-9">An RHID is a program to help build homes in a community by capturing the incremental increase in property tax revenue from the new development and giving it to the developer to cover certain costs for a particular period of time. The plan on the table was a 26 townhome-style duplexes on Little Kitten Avenue. Two other RHID proposals are also on the horizon.</p>

<p>The applications are for reinvestment housing incentive districts, and commissioners also will look at an industrial revenue bond for a seven-unit town home on the vacant lot at 827 Moro St.</p>

<p>An RHID is a program to help developers pay to build housing by returning the incremental property tax increases to the developers as reimbursement for the cost of putting in public infrastructure. The city in August approved two RHID policies, one for infill housing and one for greenfield development, or housing projects on land without already existing public infrastructure.three RHIDs applications at Tuesday’s meeting along with an IRB for a seven-unit town home on the vacant lot at 827 Moro St.</p>
