Officers executed a search warrant in the 700 block of Colorado Street in Manhattan at approximately 5:20 p.m. on Oct. 27, 2025. As a result, officers filed a report for distribution of opiate/narcotic/certain stim/heroin within 1000 feet of a school; possession of opiate, opium, narcotic or certain stimulant; use/possess with intent to use drug paraphernalia; possession of a depressant and possession of paraphernalia with intent to manufacture/plant/cultivate controlled substance. Joseph Fabre, 60, of Manhattan, was arrested at approximately 8:32 p.m. for distribution of opiate/narcotic/certain stim/heroin within 1000 feet of a school; possession of opiate, opium, narcotic or certain stimulant; use/possess with intent to use drug paraphernalia; possession of a depressant and possession of paraphernalia with intent to manufacture/plant/cultivate controlled substance. Fabre was issued a total bond of $40,000 and remains confined in the Riley County Jail at the time of this report.

Officers responded to a report of an injury crash near Bertrand Street and Manhattan Avenue at approximately 6:27 p.m. on Oct. 27. Upon arrival, officers found a 2022 Hyundai Santa Cruz driven by Larry Limbocker, 78, of Manhattan, struck Collin Rankin, 21, of Manhattan, when he was in the crosswalk. Rankin was transported to Via Christi Hospital for his injuries. Limbocker was issued a citation for failure to stop at a red light.

Officers filed a report of theft at approximately 5:29 p.m. on Oct. 27 in the 1100 block of Moro Street. A 23-year-old man was listed as the victim when it was reported his iPhone was stolen this past weekend. The total estimated loss associated with this case is $1,200.

Tristen Jepsen, 27, of St. George, was arrested at approximately 3:34 p.m. on Oct. 27 in the 1000 block of Seth Child Road on a Pottawatomie County District Court warrant for probation violation. Jepsen was issued a total bond of $5,000 and is no longer confined in the Riley County Jail.

Officers filed a report of sexual battery at approximately 3:08 p.m. on March 31 in Manhattan. Victims included a 42-year-old woman, a 38-year-old woman and a 27-year-old woman. Shawn Sinnott, 48, of Manhattan, was arrested at approximately 1:08 p.m. on Oct. 27 in the 1000 block of Seth Child Road for three counts of sexual battery. Sinnott was issued a total bond of $5,000 and is no longer confined in the Riley County Jail. Due to the nature of the crime reported, no additional information will be released.

Officers responded to a report of an injury crash in the 400 block of Levee Dr in Manhattan on August 5, 2025, at approximately 7:33 a.m. Upon arrival, officers found a 2012 Chevy Silverado driven by Ysidoro Martinez Arguello, 55, of Manhattan struck a 2015 Harley Motorcycle driven by Donald Taylor, 71, of Manhattan. Taylor was transported by LifeStar to KU Medical Center for treatment of major injuries. Arguello was issued a citation for inattentive driving, no proof of insurance and no proof of driver’s license.

Zackery Harper, 28, of Manhattan was arrested on August 5, 2025, at approximately 12:03 p.m. on a Geary County District Court warrant for probation Violation. Harper was issued no bond and is no longer confined in the Riley County Jail at the time of this report.

Officers filed a report for theft in the 1000 block of Pierre St in Manhattan on August 5, 2025, at approximately 4:39 p.m. Officers listed a 24-year-old man and a 20-year-old man as the victims when it was reported an unknown suspect took two bags of Milwaukee power tools from their vehicle. Derek Blea, 32, of Manhattan was arrested on August 5, 2025, at approximately 10:31 p.m. on a Riley County District Court warrant for failure to appear and three Manhattan Municipal Court warrants for three counts of failure to appear. These warrants stem from original charges of violation of the Kansas Offender Registration Act, two counts of revocation of probation, and driving while suspended. Blea was issued a total bond of $29,000 and remains confined in the Riley County Jail at the time of this report.

Mykal Crawley, 33, of Lawrence, was arrested on August 4, 2025, at approximately 10:30 a.m. on a Riley County District Court warrant for probation violation. Crawley was issued a total bond of $7,500 and remains confined in the Riley County Jail at the time of this report.

Officers responded to the report of an injury crash near the intersection of N. 6^th Street and Laramie on August 4, 2025, at approximately 3:11 p.m. Upon arrival, officers found an electric scooter riden by Ashley Crow, 36, of Manhattan, was struck by truck. The vehicle fled the area. Crow was transported by Riley County EMS to Via Chrisi Hospital for minor injuries. Anyone with information, contact RCPD or the Manhattan Riley County Crime Stoppers. Officers filed a report for criminal use of a weapon and interference with law enforcement in the 300 block of N. 5^th Street in Manhattan, on August 4, 2025, at approximately 5:00 p.m. A 31-year-old man was listed as the suspect when it was reported he was in possession of a weapon and interfered with law enforcement. Jesse Brewer, 31, of Manhattan, was arrested for criminal possession of a weapon, interference with law enforcement and on three Riley County District Court warrants for three counts of violation of a court order. Brewer was issued no bond and remains confined in the Riley County Jail at the time of this report.

Brian Vestal, 52, of Ogden, was arrested on August 4, 2025, at approximately 11:04 p.m. on a Virginia Parole Board warrant. Vestal was issued no bond and remains confined in the Riley County Jail at the time of this report.
