Melissa Graf is the executive director of Life Skills Connection, an organization that contracts with Job Corps in other parts of the country. She said the decision allows programs like Flint Hills Job Corps in Manhattan to continue operations, at least for now.

“While not permanent, the national injunction is a significant milestone because it allows all campuses to stay open while the entire litigation process plays out, which can take a long time,” she said.

Flint Hills Job Corps students have to vacate their campus dorms by Wednesday, following a U.S. Department of Labor decision last week to suspend operations.

City commissioner Peter Oppelt said in a statement Friday that students at the residential facility, 4620 Eureka Drive, will go to their homes of record, but 10 still need somewhere to go.

“My immediate concern is finding a safe place for those students to go, and am working on organizing resources to find some kind of temporary housing. If you are able to help, or know of folks who could, please reach out to me and I will contact them,” Oppelt said.

Flint Hills Job Corps is facing an uncertain future after the U.S. Department of Labor announced Thursday it is suspending operations at all Job Corps centers nationwide, effective June 30.

The decision follows the April release of the Job Corps transparency report, which found the overall graduation rate was just 38.6%, while the total cost per graduate totaled $155,600. Average annual earnings for graduates after they leave the program is just under $17,000. The decision also aligns with President Trump’s 2026 budget proposal and federal officials have said the program costs taxpayers $1.7 billion annually.

According to the Labor Department, Job Corps operated at a $140 million deficit in 2024, and is projected to reach $213 million in 2025. There are currently fewer than 25,000 students enrolled in Job Corps programs across the country.
