Two people reported the theft of bicycles early Sunday morning in Manhattan, prompting an investigation by the Riley County Police Department.

Officers filed a report of theft at approximately 8:23 a.m. on Oct. 26 in the 800 block of Houston Street. A 51-year-old woman and a 56-year-old man were listed as the victims after reporting that an unknown suspect stole two Specialized brand bicycles.

The estimated total loss associated with the case is $1,400. Anyone with information is encouraged to contact the Riley County Police Department or Manhattan Riley County Crime Stoppers. Anonymous tips may be eligible for a cash reward of up to $1,000.

Riley County police are investigating a fraud case involving an elderly victim who was scammed out of $1,250 by individuals posing as federal agents.

Officers filed the report at approximately 3:11 p.m. on Oct. 24 in the 1000 block of Westloop Place. According to the report, an 87-year-old man was contacted by unknown individuals who falsely claimed to be federal agents. The suspects allegedly threatened to close his bank accounts if he did not pay them.

Riley County police are investigating a report of aggravated battery and aggravated robbery that occurred Saturday night in central Manhattan.

Officers filed the report at approximately 9:40 p.m. on Oct. 25 in the 700 block of Kearney Street. A 28-year-old man was listed as the victim after he reported being physically attacked by a 33-year-old man and a 31-year-old man. According to police, the suspects also stole a handgun during the incident.

No arrests have been reported, and the investigation remains ongoing.

A Topeka man was arrested Thursday evening following a police pursuit that led to multiple charges, including aggravated endangering of a child, according to the Riley County Police Department.

Officers initially filed the report at approximately 5:50 p.m. on Oct. 23 in the 700 block of Allen Road. The case involves allegations of aggravated endangering of a child, fleeing or attempting to elude law enforcement, contributing to child misconduct, reckless driving, and two counts of interference with a law enforcement officer.

Jeremy Richmond, 33, of Topeka, was arrested about 18 minutes later at approximately 6:08 p.m. in the 2700 block of Buttonwood Drive in connection with the incident.

Richmond was issued a total bond of $10,000 and remains confined in the Riley County Jail at the time of this report.

This arrest stems from original charges of possession of cocaine, possession of marijuana and criminal use of a weapon. DeJesus-Roman was issued a total bond of $25,000 and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of aggravated endangering of a child, fleeing or attempting to elude a law enforcement officer, contributing to child misconduct, reckless driving and two counts of interference with a law enforcement officer, at approximately 5:50 p.m. on Oct. 23 in the 700 block of Allen Road. Officers filed a report of aggravated burglary and aggravated sexual battery at approximately 4:44 p.m. on Oct. 23 in Manhattan. A 55-year-old woman was listed as the victim when it was reported an unknown male suspect entered her home and sexually battered her. Due to the nature of the crime reported, no additional information will be released.

Riley County police officers responded to several incidents over the weekend, including a reported robbery, shots-fired call and multiple arrests across the community.

According to RCPD activity logs, officers were called late Saturday night to the 1300 block of Marlatt Avenue at Country Meadow Residences for a reported robbery. Police also investigated a shots-fired report earlier in the evening near the 300 block of North 5th Street.

Among the weekend arrests, Jared Jesse Rodriguez Espinoza, 23, of Kansas City, Kansas, was taken into custody early Saturday on I-70 for aggravated assault of a law enforcement officer, fleeing or attempting to elude, DUI, and multiple traffic violations. He remains confined at the Riley County Jail.

Tate Cole Miller, 22, of Manhattan, was arrested later that evening in the 300 block of North 5th Street for criminal damage to property valued between $1,000 and $25,000. David Daniel DeJesus Roman, 28, of Ogden, was arrested on theft and interference charges along with driving without a license. Michael Cortez, 41, of Manhattan, was arrested on an extradition warrant, and Manfred Adrien Elocka Ngom, 30, of Manhattan, was taken into custody on a failure-to-appear warrant

Welch was issued a total bond of $100,000 and remains confined in the Riley County Jail at the time of this report.

Brian Vestal, 52, of Ogden, was arrested on August 19, 2025, at approximately 11:57 a.m. at the 800 block of Elm Street in Ogden on a warrant from Newport News, Virginia. Vestal was issued no bond and remains confined in the Riley County Jail at the time of this report.

Officers filed a report aggravated burglary in the 8200 block of South Port Drive., on August 19, 2025, at approximately 8:40 a.m. Short Stop was listed as the victim when it was reported a 31-year-old suspect illegally entered the business through the drive-thru window and stole cigarettes. Mingo Pasillas, 31, of Manhattan, was arrested for aggravated burglary at 4:45 p.m. Pasillas was issued a $20,000 bond and remains confined in the Pottawatomie County Jail at the time of this report.

Officers filed a report of Burglary in the 3100 block of Anderson Avenue, on August 19, 2025, at approximately 6:59 a.m. Dairy Queen was listed as the victim when it was reported an unknown person broke a window to enter the building and attempted to open a safe. Jesse Brewer, 31, of Manhattan, was arrested for criminal possession of a weapon, interference with law enforcement and on three Riley County District Court warrants for three counts of violation of a court order. Brewer was issued no bond and remains confined in the Riley County Jail at the time of this report.

Riley County Police are investigating after a suspect reportedly brandished a machete during an argument over the weekend.

Officers filed a report for aggravated assault in the 400 block of 3rd Street Friday evening listing a 42-year-old man as the victim. Police have yet to make any arrest in the case.
