<p>The Manhattan city commission on Tuesday unanimously approved three requests related to the Manhattan Infill Housing project.</p>
<p>&#8220;Since it has changed, (the project) still includes 40 units,&#8221; said Stephanie Peterson, director of community development. &#8220;Those units are going to be three bedroom, two baths. There are 28 units that are at the LK Townhomes site, and then 12 at Lee Mill Village. There are going to be 22 for-sale units at LK and and Lee Mill Village combined. And then the 18 rental units for this project are all contained in LK.&#8221;</p>

<p>The city confirmed that the housing units would not be permitted for use as short-term rentals in any capacity for a 10-year period.</p>

<p class="ai-optimize-7">Following a public hearing Thursday, Riley County officials nullified the city’s plan to use tax incentives for a duplex development.</p>
<p class="ai-optimize-8">County commissioners unanimously denied the proposal from the Manhattan City Commission. The plan would have authorized the use of a state program called Reinvestment Housing Incentive Districts, or RHID.</p>

<p class="ai-optimize-9">An RHID is a program to help build homes in a community by capturing the incremental increase in property tax revenue from the new development and giving it to the developer to cover certain costs for a particular period of time. The plan on the table was a 26 townhome-style duplexes on Little Kitten Avenue. Two other RHID proposals are also on the horizon.</p>

<p>At Tuesday’s work session, Manhattan city commissioners will discuss a housing rehabilitation and repair assistance program.</p>
<p>Commissioners in October expressed interest in funding a housing rehabilitation program with the workforce housing sales tax, according to city government documents.</p>

<p>Stephanie Peterson, director of community development, on Tuesday will give information on a possible framework for such a program and seek feedback from commissioners and the public.</p>
<p>The proposal calls for $100,000 a year of the sales tax money to go toward the program. Eligible units would be owner occupied and within city limits. There also would be an income limit for eligibility.</p>

<p>The developments are now reinvestment housing incentive districts, part a state program meant to help developers build housing by returning the incremental property tax increases to the developers as reimbursement for the cost of putting in public infrastructure.</p>
<p>Tyler Holloman from Frontier Development Group applied for an RHID to build 26 townhome units on Little Kitten Avenue with a tax abatement of $1.95 million over 15 years. Gavin Schmidt of Manhattan Infill Housing LLC requested $498,600 in abatements over the course of 18 years to build six units at 300 North 11th St. Zac Burton of Burton Land Company LLC asked for $4.6 million in abatements over about 10 years to build 111 units in the northwest part of Manhattan.</p>
