2:30 p.m. Saturday update

The man shot by Riley County Police early Friday, after an hours long standoff, has died.

Lawrence Police announced that 41-year-old Jarred Kemp died from his injuries Saturday morning. He was being treated at a Topeka hospital. No other details have been released by LPD, who are investigating the case.

Body worn cameras were activated during the incident and that footage is being reviewed as part of the ongoing investigation. The two officers who shot at Kemp have been placed on administrative leave, as per RCPD policy. Their names have not been released. It’s unclear if the officers involved will face charges.

Crisis negotiators tried for several hours from late Thursday into early Friday to deescalate the situation, in the 4600 block of Freeman, in the Tuttle Cove area north of Manhattan. It was reported that the incident was domestic and that Kemp was having a mental health crisis. A family member reported that Kemp had discharged a firearm and was threatening the individual.

RCPD Director Dennis Butler issued the following statement Saturday:

“I am saddened by the news of Mr. Kemp’s death. This is a tragedy for so many reasons and I wish to offer my personal condolences to his family, friends, and fellow soldiers at Ft. Riley and elsewhere. Moreover, I offer these condolences on behalf of the men and women of the Riley County Police Department and our Pawnee Mental Health Crisis co-responders who worked so hard for a safe outcome.”

Kemp was a Fort Riley soldier who was also attending Barton Community College and made the Dean’s list in the fall 2019 semester.


3 p.m. Friday update

After receiving information from the Lawrence Police Department, the incident was domestic in nature and not a hostage situation.  More information states the person who was shot is a 41 year old white male and is affiliated with Fort Riley. He is receiving treatment for injuries from a single gunshot wound.

Body worn cameras were activated during the incident and the footage is being reviewed as part of the ongoing investigation.

LPD says it is not releasing identities of the individuals involved. There is no timeline for the completion of the investigation. Once concluded, the case will be turned over to the Riley County Attorney’s Office for review.


7:50 a.m. Friday

A Manhattan man is in critical condition following an officer-involved shooting early Friday morning in the Tuttle Cove area.

According to the Riley County Police Department, officers received a report of shots fired shortly before 8 p.m. Thursday in the 4600 block of Freeman Road. A man stated a family member discharged a firearm and was threatening to shoot the caller. Officers arrived a short time later to find a man experiencing a mental health crisis. A mental health co-responder was called in as officers attempted to gain control of the situation.

Crisis negotiators spoke with the man in attempts to peacefully resolve the incident. A little after midnight, police determined the situation had deescalated and officers began leaving the scene. However, at approximately 12:30 a.m. an officer still on scene reported the suspect fired his weapon again, prompting another elevated police response.

RCPD says officers again attempted to deescalate the situation but at around 1:40 a.m. the suspect reportedly threatened the family member with his weapon again. Two RCPD officers then shot at the suspect. RCPD Director Dennis Butler in a news release called it a tragic situation and says he’s praying for the man’s full recovery.

The 41-year-old man was transported to Ascension Via Christi and later air lifted to Topeka for treatment of life-threatening injuries. The two officers directly involved have been placed on administrative leave, per RCPD policy.

The Lawrence Police Department will lead a third-party investigation into the incident.
