<p>Manhattan City commissioners on Tuesday will vote on adding a question to the general election ballot that would impose a general citywide retailers&#8217; sales tax of 0.5% for street maintenance for 10 years.</p>
<p>The proposed 0.5% would replace the existing 0.2% to fund the street maintenance program. The 2016 sales tax will expire March 31, 2027. The new tax would take effect April 1, 2027 and is proposed to last 10 years through March 31, 2037.</p>

<p>City officials estimate the 0.5% sales tax rate would generate $8 million annually. In the first 5-year proposed plan, roughly $6 million of the $8 million (75%) generated is targeted toward reconstruction and repair of neighborhood streets. An estimated $2 million of the $8 million (25%) annually is recommended for the arterial and collector streets in Manhattan. City documents say this initial split of 75/25 is likely to shift as each 5-year proposed maintenance is evaluated and scheduled through 2037.</p>

<p data-start="346" data-end="591">Carter was arrested on suspicion of three counts of aggravated assault, five counts of harassment by telecommunications device, two counts of criminal threat and one count of stalking. The allegations stem from reports originally filed in April.</p>
<p data-start="593" data-end="731" data-is-last-node="" data-is-only-node="">Carter was booked into the Riley County Law Enforcement Center on a total bond of $12,000 and remained confined at the time of the report.</p>

<p class="PDq2pG_selectionAnchorContainer" data-start="74" data-end="242">A Manhattan man was arrested Thursday evening on multiple Riley County District Court warrants and additional allegations stemming from an earlier police investigation.</p>
<p data-start="244" data-end="393">According to the Riley County Police Department, Adrian Tyrone Watson, 56, was arrested around 8:30 p.m. in the 4400 block of Tuttle Creek Boulevard.</p>
<p data-start="395" data-end="697">Watson was arrested on two failure-to-appear warrants and a probation violation warrant. The warrants stem from original charges including violating the Kansas Offender Registration Act, three counts of aggravated assault with a deadly weapon, criminal threat, battery and violating a protection order.</p>
<p data-start="699" data-end="869">Police also arrested Watson on suspicion of interference with a law enforcement officer, theft and criminal deprivation of property stemming from a report filed in April.</p>
<p data-start="871" data-end="1010" data-is-last-node="" data-is-only-node="">Watson was booked into the Riley County Law Enforcement Center on a total bond of $201,000 and remained confined at the time of the report.</p>

<p data-start="797" data-end="937">According to the Riley County Police Department, Adrian Jerome Coffee, 32, was arrested around 6 p.m. in the 2500 block of Farm Bureau Road.</p>
<p data-start="939" data-end="1048">The warrants stem from original charges of robbery, harassment by phone and possession of drug paraphernalia.</p>
<p data-start="1050" data-end="1169">Coffee was booked into the Riley County Law Enforcement Center on a combined bond of $40,000 and is no longer confined.</p>
