<p data-start="4764" data-end="4892">Officers filed a report of theft of property or services just before 9 a.m. July 3 in the 4500 block of Anderson Avenue.</p>
<p data-start="4894" data-end="5043">A 44-year-old man was listed as the victim after it was reported an unknown suspect stole a cash drawer and various inventory from a fireworks stand.</p>
<p data-start="5045" data-end="5082">The estimated loss totaled $4,686.94.</p>
<p data-start="5084" data-end="5266"><a href="https://www.rileycountypolice.org/287/Crime-Stoppers"  rel="noopener">Anyone with information is asked to contact the Riley County Police Department or Manhattan Riley County Crime Stoppers. <p data-start="4039" data-end="4184">Officers filed a report of burglary and contributing to child misconduct at approximately 2:28 p.m. July 3 in the 2500 block of Farm Bureau Road.</p>
<p data-start="4186" data-end="4345">Redbud Estates was listed as the victim after it was reported a known 27-year-old woman unlawfully entered a residence and stole several items, including pets.</p>
<p data-start="4347" data-end="4489">Sarah Elizabeth Fisher, 27, of Manhattan, was arrested at approximately 3:27 p.m. on charges of burglary and contributing to child misconduct.</p>
<p data-start="4491" data-end="4579">Fisher was issued a total bond of $50,000 and remains confined in the Riley County Jail.</p>

<p data-start="2607" data-end="2841">Officers initially filed a report of aggravated assault at approximately 7:36 a.m. July 2 in the 800 block of North Fourth Street after a 51-year-old man reported a known 65-year-old suspect approached him while brandishing a machete.</p>
<p data-start="2843" data-end="3006">Russell Royal Springer, 65, of Manhattan, was arrested just before 6 p.m. July 4 in the 400 block of Fort Riley Boulevard on the aggravated assault charge.</p>
<p data-start="3008" data-end="3263">During the arrest, officers allege Springer drove his vehicle into a patrol vehicle, leading to additional charges of aggravated battery of a law enforcement officer and possession of marijuana. A 34-year-old man was listed as the victim in that incident.</p>
<p data-start="3265" data-end="3355">Springer was issued a total bond of $30,000 and remains confined in the Riley County Jail.</p>

<p>City commissioners next week will determine whether they plan to establish a property tax that exceeds the revenue-neutral rate. If they do, the commission will set a public hearing related to the matter for 6 p.m. Sept. 15 at City Hall.</p>
<p>The revenue-neutral rate is the tax rate for the current tax year that would generate the same property tax revenue as levied in the previous tax year using the current tax year’s total assessed valuation.</p>

<p>Both elevators in the Manhattan Housing Authority’s Apartment Towers building are still out of service after an act of vandalism nearly two weeks ago rendered them inoperable to staff and residents.</p>
<p>MHA executive director Aaron Estabrook said Thursday the outage was in its 13th day. A vandal on the evening of June 19 pushed the call buttons out of both elevators, damaging the elevator controls and circuit boards. Estabrook said staff members filed a report with the Riley County Police Department. RCPD representatives confirmed the report and said an investigation was requested, but the case is not yet assigned to an officer.</p>

<p>A 23-year-old man suffered serious injuries after being struck by an SUV Wednesday morning near the intersection of K-113 and Anderson Avenue in Manhattan, according to the Kansas Highway Patrol.</p>
<p>The crash occurred at approximately 8:39 a.m. July 1 on the southbound K-113 entrance ramp from Anderson Avenue.</p>
<p>Troopers said a 2016 Ford Flex, driven by 23-year-old Khiara A. Lawrence of Junction City, was traveling southbound on the entrance ramp when, for an unknown reason, the vehicle left the roadway to the west and struck a pedestrian who was running southbound on the shoulder of the ramp.</p>
<p>The pedestrian, identified as 23-year-old Marco V. Retamoza of Garden City, was transported to Stormont Vail Hospital with suspected serious injuries. Lawrence was not injured in the crash.</p>

<p>Keeping the mill levy at 54.46 would mean a homeowner who paid $626 in property taxes on a $100,000 home in 2026 would pay $668 on a home worth $106,700 in 2027, based on a 6.7% average increase in existing, single-family home valuations. With the mill levy unchanged, the homeowner’s property tax payment would rise by the same percentage.</p>
<p>City manager Danielle Dulin said the recommended budget is designed to maintain city services, provide employee salary increases, replace aging equipment and stabilize the city&#8217;s bond and interest fund. The proposal keeps the overall mill levy flat while shifting two mills from the general fund and two mills made available through a lower-than-anticipated Riley County Police Department levy to the bond and interest fund.</p>
