MANHATTAN, KAN. — Richard Branch Jr, 37, of Manhattan, was arrested on Sept. 18, 2025 at approximately 3:12 p.m. at the 300 block of 5Th street in Manhattan on a Geary County District Court warrant for probation violation. Branch was issued a total bond of $20,000 and is no longer confined in the Riley County Jail at the time of this report.

Officers filed a report for theft in the 6800 block of Stockdale Park Road on Sept. 17, at approximately 6:19 p.m. A 56-year-old man was listed as the victim when it was reported an unknown suspect stole a 12,000-pound winch. The estimated total loss associated with this case is approximately $1,000. Anyone with information, contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you remain anonymous and could qualify you for a cash reward up to $1,000.

Among the items on a sweeping new master plan for K-State is making Anderson Hall the “front porch” of campus — in part by adding a front porch.

The Kansas Board of Regents on Wednesday unanimously approved K-State’s Campus Master Plan for the next five years.

That plan includes restoring Anderson Hall to its former glory, remodeling Ahearn as an event venue, turning part of Kedzie into an enrollment center and razing Shellenberger Hall to build a research building.

Federal and state engineers have started an innovative dredging project at Tuttle Creek Reservoir which aims to address decades of sediment buildup.

The U.S. Army Corps of Engineers and Kansas Water Office on Wednesday began a 10-day demonstration of water injection dredging — a technology never before tested in a reservoir. It’s the first of three phases to gauge whether the method can remove sediment and extend Tuttle Creek Lake’s lifespan.

“We are about half full of sediment right now from the original constructed storage that we had there in the multi-purpose pool,” said Laura Totten, Army Corps of Engineers project manager, in an interview on KMAN’s Within Reason. “So it is expected, but we’re at a different time frame and we have a lot of demand for that water. We need to try to find a solution to try to sustain it for long term.”

The Manhattan City Commission on Tuesday sent a rezoning request for two properties east of City Park back to the Manhattan Urban Area Planning Board. The applicant, Gavin Schmidt, has been petitioning to rezone 300 North 11th Street and 1020 Leavenworth, for almost a year. Doing so would allow both properties, which currently have deteriorating older homes on them, to potentially be used for single family-attached housing, such as a townhome or duplex.

“If we can allow for more people to live in its urban core, more people get to experience this neighborhood, more people get to interact with these other neighbors, and get to spend a lot of time with them and get the fruits of these awesome areas of town, I feel like this restrictive zoning actually hurts that,” he said. “It’s almost exclusionary to people.”

A long-serving Kansas lawmaker says she’s not yet ready to call it quits.

Rep. Sydney Carlin, D-Manhattan, plans to seek re-election in 2026. Carlin, who will turn 81 in November, has served 22 years in the Kansas House, representing District 66.

“I’m working on fundraising and I’m planning to run,” she said Wednesday during an appearance on Within Reason with Mike Matson on KMAN. “I see no reason not to continue. I get notes in the mail thanking me for my service, and I get people everywhere saying, please keep working for us and I’m not exaggerating on that. I feel I would be letting people down if I did not continue.”

An amended development agreement was approved this week for a workforce housing project on Moro Street after the developer increased the scope of the project.

The city commission in June approved an initial agreement for Frontier Development to receive a property tax abatement for a five-unit townhome project at 716 Moro St.

Company partner Tyler Holloman said after an oversight on parking regulations, he and fellow developer Ben Burton were able to increase the project from five to seven units, taking the project from a single-floor concept to a two-story concept with a smaller footprint.
