<p>Kansas State&#8217;s basketball will enter the upcoming season with just one returning player, as rising sophomore Andrej Kostic opted to stay in Manhattan through a coaching change and full roster overhaul.</p>
<p>Kostic is the lone holdover on a roster that features 12 newcomers in Casey Alexander&#x2019;s first season, making his decision one of the few pieces of continuity as the Wildcats reset under a new staff.</p>

<p data-start="68" data-end="214">A Manhattan man was arrested Wednesday on multiple charges stemming from separate investigations, according to the Riley County Police Department.</p>
<p data-start="216" data-end="447">Officers filed a report at approximately 9:57 a.m. April 29th in Manhattan for two counts of stalking. A 32-year-old man and a 35-year-old woman were listed as the victims, while a known 39-year-old man was identified as the suspect.</p>
<p data-start="449" data-end="730">Tracey Jerome Toliver, 39, of Manhattan, was arrested at approximately 2:08 p.m. April 30 in the 1000 block of South Seth Child Road, the location of the Riley County Law Enforcement Center, on two counts of stalking. He was issued a bond of $30,000 in connection with that arrest.</p>
<p data-start="732" data-end="926">Later that day, at approximately 4:55 p.m., Toliver was arrested on charges of attempted burglary and attempted criminal trespass. Those charges stem from a report originally filed in July 2025.</p>
<p data-start="928" data-end="1085" data-is-last-node="" data-is-only-node="">Toliver was issued an additional bond of $8,000, bringing his total bond to $38,000. He remains confined in the Riley County Jail at the time of this report.</p>

<p data-start="87" data-end="259">A Manhattan man was arrested Thursday afternoon at the Riley County Law Enforcement Center on multiple offender registration and perjury charges, according to authorities.</p>
<p data-start="261" data-end="627">Elijah James Smith, 29, of Manhattan, was taken into custody at approximately 2:30 p.m. April 30th in the 1000 block of South Seth Child Road. He was arrested on four counts of violating the offender registration act, two counts of perjury and one count of aggravated violation of the offender registration act.</p>
<p data-start="629" data-end="743" data-is-last-node="" data-is-only-node="">Smith was issued a total bond of $40,000 and remains confined in the Riley County Jail at the time of this report.</p>

<p>Officers filed a report of aggravated assault and disorderly conduct at approximately 4:18 p.m. on April 30 in the 500 block of N. Manhattan Ave., when it was reported a 23-year-old man pointed a gun at a 47-year-old man, who was delivering DoorDash. The 23-year-old man reported that the 47-year-old man brandished a knife. Both are listed as victims and suspects in this report.</p>
<p>Dylan Avery Murnahan, 24, of Manhattan, was arrested at approximately 3:57 p.m. on April 30 in the 100 block of 4<sup>th</sup>&#xA0;Street on a Clay County District Court warrant for probation violation. Murnahan was issued no bond and is no longer confined in the Riley County Jail.</p>
<p>Elijah James Smith, 29, of Manhattan, was arrested at approximately 2:30 p.m. on April 30 in the 1000 block of S. Seth Child Road on four counts of violating the offender registration act, two counts of perjury and one count of aggravated violation of the offender registration act. Smith was issued a total bond of $40,000 and remains confined in the Riley County Jail at the time of this report.</p>
<p>Officers filed a report for two counts of stalking at approximately 9:57 a.m. on April 29 in Manhattan. A 32-year-old man and a 35-year-old woman were listed as the victims. A known 39-year-old man was listed as the suspect. Tracey Jerome Toliver, 39, of Manhattan, was arrested at approximately 2:08 p.m. on April 30 in the 1000 block of S. Seth Child Road on two counts of stalking. Toliver was issued a bond of $30,000 for that arrest. Then, at approximately 4:55 p.m., Toliver was arrested for attempted burglary and attempted criminal trespass and issued a bond of $8,000. That arrest stems from an original report filed in July 2025. Toliver has a total bond of $38,000 and remains confined in the Riley County Jail at the time of this report.</p>

<p>&#x201C;We wanted the right people &#x2014; the right kind of guys,&#x201D; Alexander said. &#x201C;We had to do that on a budget, and we&#x2019;re really pleased with how things turned out.&#x201D;</p>
<p>With the transfer portal window for entries now closed, K-State has shifted from building its roster to developing it, leaving only a pair of open spots that are unlikely to impact the Wildcats&#x2019; rotation.</p>

<p>The Riley County Commission on Thursday adopted a policy for handling complaints related to a recent state law prohibiting transgender Kansans from using facilities associated with their gender identity.</p>
<p>&#x201C;It&#x2019;s relatively straightforward,&#x201D; county counselor Jacob Hansen told commissioners. &#x201C;The purpose, of course, is that individuals who want to make a complaint pursuant to that law are able to do so.&#x201D;</p>

<p>Senate Bill 244, which has been in effect since Feb. 26, established that it&#x2019;s unlawful for people to enter a multiple-occupancy private space &#x2014; such as bathrooms and locker rooms &#x2014; in a government-owned building that is &#x201C;designated for use only by individuals of the opposite sex.&#x201D;</p>
